LOCAL COUNCIL LICENSE (PBT)

Local Council License (PBT) is a license which you need to apply from the local authority depending where is your company’s physical office / shop will be located (local council such as DBKL, MBPJ, MPAJ, MBJB, MPSJ, MPK). This license is COMPULSORY for all companies even for local Malaysians as well.

WHOLESALE & RETAIL TRADE (WRT) LICENSE

WRT is business license applicable to foreign’s owned company with more than 50% share owned by foreigners. WRT license approving agency authority is the Ministry of Domestic Trade, Co-operatives & Consumerism of Malaysia.WRT is business license applicable to foreign’s owned company with more than 50% share owned by foreigners. There are four types of WRT licenses, approval is renewable every 2 years and the category eligible to apply for the following businesses to operate in Malaysia:

  • Retail, Trading (Import and Export), Distributive Tradeb.
  • Restaurant
  • Franchise Business
  • Services and Consultancy

The minimum company paid-up capital requirement for all categories of WRT license application is RM 1 million and the processing time for approval is within 1-2 months, may take longer if inspection of office is required.

CONSTRUCTION INDUSTRY DEVELOPMENT BOARD (CIDB)

With effect from 20 July 1995, it is mandatory for any person or company whether local or foreign to register with Construction Industrial Development Board (CIDB) before engage in any construction work in Malaysia. It is an offence for a non-registrant and punishable by a fine of not exceeding RM50, 000.

Local contractors can register in a various category such as Civil Engineering Construction, Building Construction and Mechanical and Electrical, for a minimum period of 1 year but not exceeding 3 years to carry out construction works in Malaysia. Contractor can’t execute any construction works outside his registered category. There are also 7 specified registration grades for each category.

As for Foreign contractors, registration is on project-basis. The certificate of registration of a foreign contractor allows the company to execute only the project specified in the certificate. It does not allow the holder to participate in a tender or to carry out any other construction works not specified in the certificated.
